Just recived this from SPOT USA:

US$115/year is the new "Non-US/Canada" service charge. It is because SMS messaging is required in international (without US and/or Canada) territories. In order to forward any originated SMS messages in our system, we need to engage a firm to do the routing of the messages for us. The firm is Verisign and there is a charge for this service.

For US$115/year the customer gets basic service (OK, Help, 911) with unlimited emailing messaging. They also have the ability to program in SMS addresses when they set up their account. The $115 includes 200 SMS messages annually. SMS messages over the 200 message limit will be charges at US$0.10/message.

Tracking service is still priced the same.
